Sadly restarting the command restarts the download. And there is no error message as the download just stops. Today I fixed this by going to an institution with better internet than here. So I will do that from now on.

You should be able to just run the download command again and it should
continue where it stopped.

It may be possible to do this automatically, but I'd need to know what
error the tool prints out, exactly.
